Dear Jasem

That was an attempt by me to short-circuit the computation of
precession and nutation if the time-seek hasn't been substantial. I
don't remember what the known bugs were, but it might have to do with
dynamically loaded stars not being precessed or something like that --
but I'm no longer sure. Either this must be commented in the code or
more likely in the appropriate commit log, but if it is taking too
long, you could very well skip the conditional.
