Do you mean the toolbars?  On my system the icons are not bigger, but the 
buttons have text by default, which makes them huge.  You can right-click the 
toolbar to turn off the text, but this is not persistent across restarts.

I assume this is just a changed default in KDE4 (although I honestly don't 
know what would motivate this choice for the default).  I tried running 
kcontrol to change it, but it doesn't run yet.
