Hello,

I just got a request from someone who wants to use our Cities.dat file in 
their project, which is licensed with Artistic, not GPL.  I was about to tell 
him to go ahead, because I don't assert a copyright on Cities.dat; I think it 
should be public domain.  

However, it occurs to me that I never explicitly specified that Cities.dat is 
public domain, so now I am worried that people may have contributed data to 
Cities.dat, under the assumption that it was GPL'd.  

So what should I do?

1.  Attach a Public Domain notice to Cities.dat, and tell this person to go 
ahead.

2. Attach a GPL notice to Cities.dat, and tell this person he can use it, but 
only if Cities.dat remains GPL'd.

I guess I am leaning toward #2, just to be safe.
