Hi,

Forgot the CCMAIL...

Added some more Tooltips and WhatsThis strings to UI files.  Also, dmsBox
widgets now have a default WhatsThis text.

The focus dialog's epoch box has a default value of 2000.0 now, and if the
epoch is blank or not a valid double, then epoch 2000.0 is assumed.

Set the version number on the fovdialogui.ui and newfovui.ui files to
3.1.2.
