[Kstars-devel] Bug in precession 1950 <-> J2000

Hello 

  A month ago Mikhail Zotov in a private communication pointed out that 
precession between 1950 to 2000 and backwards was not as exact as it should 
be in KStars. I fixed and commited this into  KDE_3_1_BRANCH 
and now I have also fixed it  for KDE 3.2 HEAD, but I have not commited it. I 
asked M. Zotov to open a bug in bugs.kde.org so that we can commmit the fix  
within the freeze period, but unfortunately he did not opened it.

  I do not know if I am allowed to commit this change if it has no bug ID 
number. I think that in order to get this into KDE 3.2 there are several 
options. I can ask again M. Zotov to open a bug on this issue, we can ask 
Stephan Kulow if we can fix this bug within the current freeze period, even 
if there is nothing reported at bugs.kde.org, and in all cases somebody else 
from the KStars team should approve this change. I attach a gzipped tar with 
the updated files so that you can test the modifications and tell me if it 
works fine for you.

I wait to listen your opinions.
