KDE-CI and Windows

Hi Ruud,

Yes - kst keeps limping along :-)

Unfortunately, we don't have any windows developers on our team (which 
currently is just me).  The challenge that past developers reported was 
giving the build system all of the dependencies for the plugins - but 
that was a very long time ago.

However, recently, my students have had great success running the ubuntu 
ppa packages under WSL2.  Easy to install, and it works very well.  The 
only semi-weirdness appears to be how the file dialogs describe 
directories (ie, D:\data is /mnt/d/data). Everything else seems totally 
native and 64 bit, and you always get the latest release :-)

Maybe try that out?  You might have to make some changes to your tooling 
if the file names change, but... maybe it would work?  Let me know if 
you have troubles.  (I've been meaning to put this on the web page.)
