Windows Binaries.

Hi,

My students have had great success installing the Ubuntu PPA packages on 
windows with WSL2.  I keep intending to put up a quick guide.  This 
seems to work ~perfectly, and you get x64 binaries with plugins that way.

On the other hand, for those who prefer native windows packages, there 
have been some pretty nice improvements since 2019, so if Tormod is able 
to make a new package, that might be even better!
