In the "Configure ASCII File" dialogue box there are a number of options for
the time offset source. It would be great to add "Read offset from line:" as
another source (just as is currently done with field names and units).

Reproducible: Always

Steps to Reproduce:
1. Start the Data Wizard
2. Select a data file and click "configure"
3. In the "offset" section there are three options - "time/date", "file date"
and "relative"
Actual Results:  
There is no option to read the offset from a line in the ASCII file header.

Expected Results:  
There should be an option to read the offset from a line in the ASCII file
header (just like field names and units).
