Hi Peter!
Nice to see that you're here for the packaging... You're so much faster.
Regarding the languages to include, we have to check which are complete enough.
Someone mentioned to me the pology script (https://techbase.kde.org/Localization/Tools/Pology) which is able to do that.
I would say we can include translations where at least 90% is done. I don't know if there's a general KDE rule or experience for that.
