OK, does this gives correct results for you:

-> ASCII config dialog: set in Date/Time "Interpret Field" to Column 1
-> ASCII config dialog: yyyy-MM-ddThh:mm:ss.zzz (not sure what happens to the last 3 nanosecond numbers, maybe they are 
just dropped)

-> next page: read col 2
-> next page: check "Create XY plots" && check "Use existing" && set to "Column 1"
