Kst crashes when clicking OK in the "New Low Pass Filter Plugin" window when
there is no input vector selected.

Reproducible: Always

Steps to Reproduce:
1. Start new session
2. Create New Low Pass Filter Plugin
3. Click OK with Input Vector blank
Actual Results:  
Kst crashes (get the "Kst has stopped working" dialog under Windows).

Expected Results:  
Nothing to happen or not be allowed to click on "OK".
