work-in-progress for legend in its own section

This patch has been on my disk for a while now, before it gets lost I wanted to
attach it here.
It is unfinished, as the "edit multiple" stuff is a bit complex, especially in
combination with the "match to contents" option. It probably requires a bit
more time and discussion to finish, and probably more coding skill and time
than I have.
