[Kst] NetCDF reader

[Ross Williamson]

I was wondering if anyone was working on an upgrade to the netCDF
reader to incorporate the new C++4 API with groups etc etc. I was
thinking of looking into doing this but don't want to repeat anything
anyone else is working on.
