What about moving all the "Tool" entries into the "View" menu?
We also only show the tool dialogs.

And I would rename "View" into "Show": then it reads like
"Show DataManager"
"Show DataWizard" (but the other entries of "Tools" must be renamed)
"Show Vectors"
"Show Scalars"
...
