The legend dialog should appear as part of the full edit dialog for a plot.

Whether to display the legend should be moved from the "Labels" tab, with the
remaining legend configuration greyed out when not displaying it.

Maybe for single-entry plots it should also be possible to disable drawing the
line sample in the legend.
