Commenting only on the build issue (and not the actual bug report):

This is indeed a bug. The simplest solution is to edit the following file:

graphics/admin/cvs.sh

Look for a line (should be line 71) that reads:

automake*1.6.* | automake*1.7.* | automake*1.8.* | automake*1.9.* | 
automake*1.10.* )

and change it to read:

automake*1.6.* | automake*1.7.* | automake*1.8.* | automake*1.9.* | 
automake*1.10.* | automake*1.11.* )

It is also probably worth submitting a bug report under kde in general.
