There are still same fixed needed for mingw, but with msvc it builds all
the gsl plugins.

The extra tool is only cmake, and there is a zip download:
http://www.cmake.org/cmake/resources/software.html
so I assume it is possible to use it without admin privileges.

There is only one static gsl library which all the plugins links against,
it's only imported that could be found, not where it is.
