[Kst] Interpret as time forces base + offset mode ?

Hi Nicolas,

For Kst 2 I've updated it to disable the checkbox for base/offset mode
anytime it is interpreted as anytime it is interpretted, base offset
mode is implied.  There is currently no way to force no base/offset mode
as it always tries to fit the labels without truncation.
