I know you're not a KApp anymore, but if this is still considered part
of the KDE system, shouldn't you be using kde4-config to get the values
for the paths?  This is what I see:

$ kde4-config --prefix
/usr

$ kde4-config --exec-prefix
/usr

$ kde4-config --path exe
/home/dvw/.kde/lib/kde4/libexec/:/usr/lib/kde4/libexec/:/usr/bin/

$ kde4-config --path module
/home/dvw/.kde/lib/kde4/:/usr/lib/kde4/

$ kde4-config --path lib      
/home/dvw/.kde/lib/:/usr/lib/

$ kde4-config --path qtplugins
/home/dvw/.kde/lib/kde4/plugins/:/usr/lib/kde4/plugins/

&c.  ("kde4-config --types" gives you a list of resource types)

Which would seem to imply (that on my machine):

executable binaries: /usr/bin
user libraries:      /usr/lib
modules:             /usr/lib/kde4
  or                 /usr/lib/kde4/plugins

&c.

(I don't know what the difference between a "module" and a "qtplugin"
is.)

Of course, if KDE isn't installed, you'd have to do something else...
