It should work, unless you are behind a firewall. In that case https works fine
but you need a KDE SVN account, or you may try the following tip from techbase
(http://techbase.kde.org/Getting_Started/Build/anonsvn.html):
"If your firewall doesn't allow access to arbitrary ports, substitute
svn://anonsvn.kde.org/ with svn://websvn.kde.org:443/ above."

It can also be that svn:// does not work through the proxy, in that case I
don't know how you can do, apart from doing the checkout from a machine
directly connected to the Internet...
