[Kst] Messages are -frozen-

In order to ensure that we can release on Friday and not upset  
translation team members any further, I would like to reiterate that  
messages (i18n(), .desktop, etc) are 100% hard frozen.  There are to  
be no changes to any of these until after 1.4.0 is released.  We will  
have to live with any minor text quirks until 1.4.1.
