Add some bugs to 1.4.0 as per Andrew's suggestion.

141715 is too involved to consider for 1.4.0, but should be considered
high priority for 1.4.1

again, subject to schedule and discussion:  1.4.1 should be max 4 weeks
after 1.4.0.
