[Kst] [Bug 142700] Cross power spectrum plugin has useless default values

It is an important plugin, but could easily be fixed in the next couple weeks 
for 1.4.1.  If the fix gets in, and looks good, we can do it for 1.4.0, but 
lets not delay the release too much for it.

What is the status of the docs?  Can we at least get them merged over in an 
incomplete state?
