[Kst] Kst 1.4

We will be releasing Kst 1.4.0 this month.  If any translation teams  
would like to update translations for Kst, please do so now.  We can  
wait up to approximately two weeks for this.  Strings are soft-frozen  
and will be hard frozen at the end of Friday March 2.  Send me a note  
or email kst at kde.org if you need anything (including more time).
