plugin documentation updates. 1. no more plugin manager. 2. clean up descriptions for some built-in plugins. 3. add screenshots for most plugin dialogs, with the anticipation that the new plugin interface may someday lead to different dialogs for each. 3. add note to the 'creating plugins' section that plugin interface is currently being revised- link to devel-docs/plugins on websvn.
