[Kst] 1.3 release candidate

I would like to try again for a 1.3 release candidate.  Are there any other 
major known bugs in trunk that would prevent this?  I don't see any at this 
time.  I will branch soon and aim to have a release candidate package 
available Friday evening, with a release next week if all goes well.  They we 
can open up trunk to some well-considered new feature work next week.
