I will not release 1.3.1 until Monday or Tuesday next week, but please 
consider it to be frozen.  The only bug fix going in there should be the one 
for #134987.  In terms of this bug, I think that any fix will be preceeded by 
a complete regression test for this functionality.  We have too many bugs 
creeping in here and we need to get it "right".
