PROBLEM:
When resizing objects the borders should snap to the borders of other objects, but this does not always happen.

STEPS TO REPRODUCE:
Start kst
Create three rectangles in the default window
Layout the rectangles such that two of the rectangles are children of the third and siblings of each other
Resize one of the children rectangles

RESULTS:
The rectangle being resized does not snap to the borders of its sibling during the resize

EXPECTED RESULTS:
The rectangle being resized should snap to the borders of its sibling during the resize
