I don't so much like the idea of such a "complex" view object. I think it is not trivial for the average user to figure out how to use this sort of layout tool (try to remember the first time you used designer without having read the manual :-) !).
I don't think that the "flow-around" property requires such extensive changes. In my idea, plots would be laid out as usual, only in a rectangle potentially smaller than the window, as all view objects with that property set would be used to determine the layout "bounding box". That box would simply be the biggest rectangle fitting from the center until any of these objects.
