If the file is 10000 samples and f0 = 9950 and ns = 100, then 50 samples 
should be read (from 9950 to 9999).  As data is appended to the file, the 
amount read should go up, until 100 samples are read.

If f0 = 11000 and n = 100, then no samples should be read, and mehem should 
not ensue.
