It took me a while to see the fix too (only after I looked at the
previous change).  Then it took me longer to think about the algorithm,
but I *think* it's as follows:

First, we want the tail to be 1/200th of the width or height of the plot
(200 is just a random number chosen as it is aesthetically pleasing).

Second, we want the tails in both directions (x and y) to be the same
size, therefore we average the two sizes.  Simplify the fractions, and
you get (w+h)/400.
