[Kst] Build error

I can't get current cvs to build.  Right at the beginning of make I get:
make  all-recursive

/usr/bin/meinproc --check --cache index.cache.bz2 ./index.docbook
index.docbook:26: error: failed to load external entity "dtd/kdex.dtd"
index.docbook:28: error: Entity 'language' not defined
<book lang="&language;">
followed by a 'gazillion' more entity not defined errors.  The kdex.dtd
seems to be installed on my machine (RH 9, qt3.1); how do I tell
meinproc where it is?
