[Kst] BUG: Slow loading of kst file when live data is updating

When loading a complicated kst file, with live data coming in, a large number 
of UpdataDataDialogs was being posted, which took a long time to clear once 
loading was finished.

This patch inhibits the posting of events until the doc finishes loading.  It 
may still be non-ideal, but it is far far better. (sub-infinite loading 
times)

It needs more testing to be sure it is ok, but it seems semi-ok
