After zooming in to maximum zoom, axis scales become fixed with range of lower limit = upper limit.
Scrolling then does not work.

How to reproduce.
- start Kst, produce a plot.
- zoom in using mouse to maximum zoom on x axis, y axis, or both
- try scrolling left/right using arrow keys/mouse wheel (if x axis is at maximum zoom),
  or up/down (if y axis is at maximum zoom)

No scrolling occurs.

Expected behaviour:
Scrolling occurs?
