[Kst] 0.98 Build Bug

[Barth Netterfield]

Wrong interpretation....  the filter plugins are installed 
in /usr/lib/kde3/kstplugins/, but they don't show up in the plugin list.  
Anyone know why?  This is pretty bad I think.
