It would be nice to use bug tracker for all outstanding features and bugs. At 
present some of these are found only in the RELEASE_PLAN document. This 
does not make it easy to add comments, attachments, know who added a 
note, regression testing, etc.

Bug tracker can also be used to specify which bugs should be fixed for which
release, which should render the RELEASE_PLAN almost (or totally) obsolete.
