There is no universally sensible solution here....

What we did now is:
	the wheel is the same as <Left> and <Right>: scroll left-right
	Shift-wheel is <shift-left> and <shift-right>: zoom left/right
	Alt makes the wheel the same as <up> and <down>

Does anyone have a better suggestion?
