[Kst] [Bug 64888] Quickly Create PSD has 60.0 Hz as default; should be 100.0

BOOMERANG is 60 Hz, BLAST is 100Hz. 

But leave it as it is for now.  We need to be able to querry the KstFile as to 
its data rate.  Which means we need to add FRAMERATE to dirfile/format.  
Planck will also want this.
