[Kst] toolbar and statusbar problems

I think I've tracked down the toolbar and statusbar problems.  Everything 
seems to work well for me in KDE-HEAD and 3.1-BRANCH right now.  The bad news 
is that it looks like it's a KDE bug, so it won't work until KDE 3.1.3.  I 
have committed fixes to KDE CVS (kdelibs/kdeui/kmainwindow.cpp).
