Another thing that might help - we were having this problem, and for some 
reason it had something to do with Norton Antivirus scanning outgoing mail.  
I don't know the details of why we were getting that error (I would think 
that NAV should support TLS and SSL...) but disabling it fixed the problem.  
(We scan outgoing mail on the server anyway.)
