they should be stored encrypted per default.
This should show you the contents: 
| kolab:/kolab/etc/openldap# slapcat  | grep Passw
| userPassword:: ZnJlZWJ1c3k=
| userPassword:: dGFzc2k=
|...

Please let us know if this is not the case for your Kolab installation.
