Alexander,
this seems to be a rpm problem. Please go back one step and forget
about Kolab for a moment as we need to fix the basis first. Download
ftp://ftp.openpkg.org/current/SRC/openpkg-20031107-20031107.src.sh [1]
and boostrap using

$ ./openpkg-20031107-20031107.src.sh \
  --user=kolab --group=kolab --prefix=/kolab

Then download and rebuild a simple package, say "make" using

$ /kolab/bin/rpm --rebuild \
  ftp://ftp.openpkg.org/current/SRC/make-3.80-20030723.src.rpm #[1]

If the problem persists i suggest you subscribe to the
openpkg-users at openpkg.org list at http://www.openpkg.org/support.html or
at least you file a bug to openpkg-bugdb at openpkg.org.

If the problem vanishes go ahead and build the (old) RPMs using this
"good" openpkg bootstrap.

[1] or later. CURRENT SRPMs are removed when a later version exists.
