Yes, the Kolab server and the Kolab clients are designed for concurrent use. 
If it breaks it is a bug.

No, synchronisation is done automatically.

Please be aware of the fact that we have concurrent use as a primary goal 
since the beginning-

In theory the kolab approach is not coherent (there are intervalls between 
syncs) and does not provide the same guarantees like a relational database. 

This is intentional and part of the design of Kolab.

IMHO a database approach is not practical for many reasons incl. scalability 
and solving the wrong problem (concurrent dates make very often sense).
