If you activated "manual", you have to use the menu entry
if you want to publish it. :)
But you obviously did that as you would not have gotten the
error message otherwise.

Looks like a missconfiguration, but could also be a bug.
Is the user name and the password in that configuration dialog
correct. Verify this using the konqueror.

Note that sometimes KDE proxy setting might affect the behaviours.
