The locale setting of the client gui and the "locale" setting used
for the default  folder names are already separate settings.
Thus a when I want to read folder of two users in different languages
I just get the different folder names displayed each in its language.
This makes sense as I ought to at least speak the lanuage my co-worker
is using. :)

There is a need to indicate  what a folder is for in the future.
Currently this is a client setting, which is suboptimal, but not 
otherwise bad.

I believe it would affect more users
and the other design is clear.
