I haven't had any problems building on Redhat 8 since I began installing
shar-utils first, and basic development packages. Also, as noted on the
list, first set the following env. vars:

LC_ALL=C
LC_MESSAGES=C
LANG=C
SUPPORTED=C


once that was done, it works 100% of the time for me.
