Some more information:

To use the cvs version, you need:
qt 3.02
kdelibs 3.0 (will be released next week)
freetype2 (not required, but used for text objects if available)
opengl as usual
autoconf 2.52

Checkout the top level kdegraphics directory,
kdegraphics/admin and kdegraphics/kpovmodeler.
You can checkout the kde-common module and link to the admin directory as 
alternative.

You have to modify the top level Makefile.am if you only checkout 
kpovmodeler:
#COMPILE_FIRST = kviewshell $(KSCANDIR)
#SUBDIRS = $(COMPILE_FIRST) $(TOPSUBDIRS)
SUBDIRS = $(TOPSUBDIRS)
