Well, it's a KDE project, which is part of KOffice, is it not?

Yes? It would seem to make sense to develop in CVS, as the rest of KDE 
and KOffice is.

What about the indefinite amount of time wasted which people don't 
unlock their files?

Just about any open souce project I can think of uses CVS, so I don't 
think you will have any problems.
