Its in the koffice cvs tree.  Follow the instructions at
 http://www.kde.org/anoncvs.html for anon cvs access, then you can issue:

cvs co koffice

Follow the instructions in koffice/kplato/Makefile.readme to compile.

There's not much there yet, it's just a basic framework.  I've been away for 
a while as well so I haven't had a chance add much onto Thomas' work.

The kplato web page should be accessible from http://www.koffice.org/kplato
