tags ordering

Hi!
I'm taking stock of what has to be done merging data from my own
database with KPA's index.xml.

I would like to understand:
1) Are tags ordered by frequency of use in index.xml? (They seem random to
me).
2) If I were to add tags can I just start at the highest id number plus one
OR
is the current highest number saved in a secret place, causing all id
numbers I add manually to disappear or even worse, be duplicates?
